1023 finds you in ordinary places: a screen and a parking ticket. The 1 is initiation and the 2 is balance, which means both are live at once. The zero turns the volume up on both. Six is care, so notice whose problem you are carrying that is not yours to carry.
What 1023 means
The 6 carries responsibility, home and care, the numbers of the people you look after and the people who look after you. When a number reduces to 6, attention is being asked for, usually closer to home than you expect.
Inside 1023, the 1 carries the spark of a beginning before it has a structure. The 2 adds patience with timing that can't be forced. The 3 brings the point where a private thought becomes something shared. The 0 makes everything louder, because it adds no message of its own.
The working, shown
1 + 0 + 2 + 3 = 6.
Every number in this system is read the same honest way: add the digits, reduce, and check whether a master number (11, 22 or 33) is trying to hold its full shape along the way.
Why you keep seeing it
Sightings cluster around a live theme, and this one is no exception. The theme is home and carrying: something about how you hold the people you love is live right now. The number opens with the 1, and everything after it borrows that tone: a beginning that has not been given a name yet.
What to do when you see it
Your assignment when 1023 shows up
Do one act of care for the person directly in front of you, then check how it landed. The sighting hands you the 1 question directly. What beginning is available to you right now that you haven't admitted to yourself? Do the smallest honest version of it before Sunday.

Is 1023 a good sign?
The honest answer is that the number is neutral. It points at what is already moving in your life. The pattern is information, and information used well tends to end up called good.
Does seeing 1023 mean my wish will come true?
A number is not a delivery system for wishes. What it can do is show you what you were hoping for at the moment you noticed it, which is worth more than the wish itself.
Is 1023 connected to my Life Path number?
No, not directly. A number you keep seeing is about the present moment and your attention, which is what is alive right now. Your Life Path, Expression and other core numbers are calculated from your birth name and birth date, and they describe the fixed architecture you are working with underneath the weather of any single day.
